Position Title: Manpower Analyst

Location: Lackland Air Force Base, TX
Clearance Requirement: Active TS/SCI (with ability to obtain SAP access)

Overview:
Cornerstone is looking for an experienced Manpower Analyst to support ongoing operations at Lackland AFB in direct support of the 16th Air Force/Advanced Programs (16 AF/AP). This position will serve as the principal manpower and billet management advisor to the Special Missions (SM) Enterprise, delivering full-spectrum support to optimize the workforce structure for sensitive missions across Intelligence, Cyber, and Space domains. Experience with Air Force and specifically 16th Air Force is a significant plus. 

Key Responsibilities:

  • Serve as the lead advisor on manpower requirements and billet utilization for 16 AF/AP and associated Special Access Programs (SAP).
  • Coordinate directly with 16 AF/A1, ACC/A1, AFPC, and SM Enterprise units to ensure accurate personnel alignment, appropriate skill-level assignments, and proper billet funding.
  • Manage all aspects of military and civilian personnel actions through DCPDS and AMS systems, including availability checks, requisitions, and hiring coordination.
  • Collaborate with supported units, including SpOC/S2Z and Delta 7, to recruit personnel based on grade, specialty, and mission fit.
  • Review and update Standard Core Position Descriptions (PDs) and Unit Manpower Documents (UMDs) to maintain consistency with current manpower standards and mission requirements.
  • Submit manpower change requests when mission shifts require new skills or restructured billets.
Strategic Planning & Reporting:

  • Provide manpower input for Program Objective Memorandum (POM) submissions and enterprise-level strategy development.
  • Develop and deliver Monthly Activity Reports (MARs) and spend plan inputs, tracking travel, training, and other personnel-related expenses.
  • Participate in tasker responses, briefings, and VTCs to support leadership and facilitate coordination between 16 AF and external stakeholders.
  • Use the Financial Management Data Quality Service (FMDQS) to validate financial data associated with assigned billets and program lines.
  • Ensure all assigned SM units—especially OCONUS—maintain manning levels that align with or exceed Air Force averages.
Minimum Qualifications:

  • Active Top Secret clearance with SCI access; must be SAP-eligible
  • Minimum of 10 years of experience in Air Force or DoD civilian manpower/personnel management
  • Familiarity with DCPDS, AMS, and manpower documentation (UMD, PDs, etc.)
  • Working knowledge of POM and Air Force manpower programming cycles
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)
  • Strong written and verbal communication skills
  • Bachelor’s degree preferred but not required
Compensation: $80,000.00 - $100,000.00 per year
